OCEANSIDE: The Oceanside Cultural Arts Foundation has donated $20,000 to the Oceanside Museum of Art for its new building.
The Central Pavilion is near completion next door to the museum, a historic former City Hall, 704 Pier View Way.
Construction costs have soared, however. The building, originally estimated to cost $4 million, now has a $4.8 million price tag, and the museum has begun a new campaign to raise money.
The public will be invited to a grand opening of the new pavilion opening March 2. –L.S.
Chili cook-off to aid victims of wildfires
DEL MAR: Volunteers from nonprofit organizations and the city's public service departments will compete at a Chili Olympics today to raise money for fire victims.
The event, from noon to 2 p.m. at the Del Mar fire station, will feature 10 teams competing to make the best chili, corn bread and double-crust apple pie. Fire Chief Dave Ott will preside over the judges, including Del Mar chefs, while the Mar Dels provide musical entertainment.
The public is invited to cheer on teams of challengers and sample a hot lunch made from scratch. The $10 cash donation and raffle proceeds will assist those in San Diego who are rebuilding their lives after the October wildfires.

Sewer-rate changes
top council agenda
VISTA: Sewer-rate increases proposed for the next five years will go before the Vista City Council on Tuesday.
The rate changes are proposed in part to pay for about $170 million in sewer repairs over the next 10 years.
A city staff report details two alternatives. The first, which the staff recommends, would increase annual flat-rate charges for sewer service over the next five years.
Single-family residences in the Vista Sanitation District – generally parts of Vista north of state Route 78 – would see incremental rate increases each year from the current $473 to $735 by 2012.
Single-family residences in the Buena Sanitation District – generally parts of the city south of Route 78 – would see rates gradually increase from $571 to $729 by 2012.
The second alternative could allow for a change from the flat-rate system to one based on usage.
The meeting is at 5:30 p.m., 600 Eucalyptus Ave. –M.R.
Staff writers Lola Sherman, Jim Okerblom and Matthew Rodriguez contributed to this report.
