SACRAMENTO – Significantly narrowed legislation that aims to reduce the number of unwanted dogs and cats in California passed the Senate Local Government Committee yesterday.
The bill, which drew about 60 speakers to protest, would allow local animal control officials to require the sterilization of a dog or cat after a certain number of citations had been issued against the owner. AB 1634 by Assemblyman Lloyd Levine, D-Sherman Oaks, isn't as broad as the forced sterilization bill that stalled in the same committee last year. The committee's 3-2 vote, with Sen. Christine Kehoe, D-San Diego, in support, moves the bill to the Senate Appropriations Committee.
